Who’s at fault? Well the U.S., for one. But surprisingly, our 2004 numbers were up only 1.3% from 2000. In the same period the EU bumped up 2.4%. Greatest offenders? Spain (11.4%) and Austria (12.4%) Kudos to Germany and the UK (-.7% and -1%). It appears the rate of growth is slowing, but it’s still going up.
